How will Healthcare Reform help small businesses buy insurance?

Small Businesses will be eligible to buy insurance through SHOP Exchanges which is also known as the Small Business Health Options program.  SHOP requires states to set up Health Exchanges to create a health insurance marketplace providing an array of affordable, high-quality health insurance plans for small businesses.  By January 1, 2015, SHOP is scheduled to become operative.  SHOP was supposed to become available in 2014 but was delayed because of the challenge of creating the infrastructure necessary to support a fully-functional employer-based insurance Exchange with a broad set of coverage options for different employer sizes.
